UK confirms draft Taxi and PHV Bill for pre-legislative scrutiny

Minister Lightwood: reform still planned; accessibility for disabled passengers flagged as a key objective.

The UK Government has reaffirmed it will bring forward a draft Taxi and Private Hire Vehicle Bill for pre-legislative scrutiny.

The Institute of Licensing notes Transport Minister Simon Lightwood’s 7 September written answer: ministers are still considering how to reform taxi and PHV regulation, with a draft Bill to follow. He stressed taxis and PHVs’ importance for disabled people, especially in rural and coastal areas with thin public transport, and said the package should improve accessible services, strengthen protections and remove travel barriers. Detailed clauses are not yet published; existing law already bans extra charges for disability assistance, but vehicle availability and standards remain uneven.
